Does this always take so long or is this having some dependencies that make it hang if not fullfilled ? (network connection or other issues ?)
The rest of the update runs fairly speedy, however this part is a pain.

Windows Desktop Update
Depending on the build configuring the Desktop can take longer than installing the software. On the latest build the OOBE is very lengthy. How long are you talking about?
